[文法]這句話是不是違反了文法規則呢?

But implementation of these plans has been postponed, 〝causing〞 serious damage to the running of the government and the development of the country, as well as to the development of the nation's democracy.

想請問各位文法大大，這裡的 causing 到底是做 implementation 的動詞呢還是 plans 的修飾格位 ?

我個人覺得是 implementation 因為似乎此二句的重心在實踐這兩個字上面。

如果真是像我推論的那樣，那麼既然實踐這些計畫既然已經被延遲了，怎又會有造成(causing)這個字的出現呢??

這裡的 "causing" 是 "which causes" 的簡化

1. 關係代名詞which當主詞時若去掉, 動詞要改成V-ing, 是being的話要去掉being.

2. 關係代名詞which除了代替名詞以外, 它也代替前面的句子, 所以在這裡所代替的是" implementation of these plans has been postponed" "這些計畫的延遲實施" 這整件事導致了政府運作, 國家發展以及民主政治發展的嚴重傷害.(言下之意, 如果沒有延遲, 早一點實施的話就沒事了)

說實在的，我查不到這個文法，確常常看到。

( implementation of these plans has been postponed )「計畫被延期」這是一個完整事件(有主詞有動詞)。
而 cause 是「以事件當成主詞」之後，「事件」所做出的動作。
也就是「計畫被延期」這事件，導致了...。

原先寫法應該是 (...., and that causes...)，改成 ing的句子。

同樣的例子有：Women's heart risk was underestimated by doctors, resulting in less preventive care.
(女性心臟病風險被醫生低估)這件事，導致預防保健較少。

(Postponing the implementation of these plans) causes serious damage to... 這樣事件是主角的感覺更明確了。

●所以cause不是 implementation 或 plan的動詞，也就不會有「被延遲的計畫還會動作」的疑慮。
