我想我大概知道為什麼要用has been了
因為主辭是a long-held view
所以that has been (regarded as...) and that....
大概是這種用法, 只是本文沒寫出regarded as
但主辭與動辭之間的搭配卻帶有這樣的語感
是這樣嗎?

對於在美洲的英屬殖民地最後成為(美利堅)合眾國的這段歷史的看法, 長久以來一直是:
1. 在1763年之前, 英國對這些殖民地的政策主要是以商業利益為導向.
2. 在軍事擴張主義者的野心支配下, 新政策的帝國主義色彩愈發強烈, 引發雙方的緊張關係, 終於導致美國獨立戰爭.
用be動詞來陳述[a long-held view](主詞)的特質, 所以後面兩個that(連接詞)引導的名詞子句都是當主詞補語. 兩個子句以and連接.
