A--> Despite B--> In spite of D--> Despite

你這題有問題 permit + Ving, 而且as to怎會加原形動詞

For question #1, there are two correct answers: B and C.
In spite is perfectly standard English and but some people prefer using
"despite" simply because it's a shoter word to use. Therefore, basically they are interchangable.
Answer A is totally wrong. There is no such a phrase, except people
might mistake it to "in despite of", which holds the same meaning as "in
defiance of".
Answer D just sounds awkward to me.
You should be aware of using V+ing followed by the word "despite".

For question 2, B is the correct answer.
We need to apply for another. Our current licence does not permit us to
publish books. (i kinda change the sentence here)
apply for something: 申請
apply something: 應用
apply something to something: 應用某東西在某東西上
apply pervious experiences to the future showdown
and of course there are other meanings to this word.
