介係詞除了 in / during 表 "期間、當中" 的意思之外，
還可以用 throughout 表 "從頭到尾、整整地"：
The waters off our picturesque coastline are filled throughout the summertime with dolphins, seals, whales and sharks (if you go to the right areas).

over 跟 (all) through 也有 throughout 的語意：

in the summertime最常用
during the summertime少一點
不能用on、by、at。(討人厭四兄弟，只有in可以用。)
介詞一堆of、for…這些使用上當然就是看前後文的使用啦…不過加上去中文不是“在夏天”。
所以“在夏天”就是用in/during。

我想應是依文章要表達的加入適當"時間介詞" 均可:

during the summer time
in the summer time

應加入"the" 或其他指示形容詞 "this", "that" OK,

其他例如:

before the summer time
after the summer time
