you need to use some chaptering extension like Nero Vision Express to arrange your clips to DVD format ...
For regular mobile clip, I recommed you just use VCD to save it, since you don't have super DVD format anyway, and you can use Winavi converter or Nero own converter to make a VCD easily, save space and the quality is good enough.
