1. Noodle in running water
It is called "流し素麺" (nagashi so-men) in Japanese. In Chinese, it is translated into "流水冷麵" or 流水素麵.
Enjoying nooding in such a way is popular in Japanese family parties and picnics. They may set up batter-powered device of running water in a backyard for the purpose. Enjoying the food in an eating place is not as popular. Restaurants serving the food are usually located in the countryside, and the food is only served in summer.
In Kibune (貴船) near Kyoto, several restaurants are know for serving nagashi somen, and it has become a tourist attraction of the area. In Kita Kamakura (北鎌倉) near Tokyo, a restaurant is also famous for serving nagashi somen. Here is the link: http://woman.excite.co.jp/gourmet/restaurant/shop_21791.html (茶屋 かど/ CHAYA KADO)

2. Dining on a platform over a running stream
It is called 川床料理 (kawa yuka ryo-ri) in Japanese. Again, restaurants in Kibune (貴船)near Kyoto (as mentioned above) are famous for this. Here is the link: http://kyoto.kibune.or.jp/omise/t02.html. Cost per person ranges from JPY 3000 to JPY 10,000+.
