Mrs. _____ (el apellido de la señora) :

There is a company policy that will charge the amount of $15 dollars to switch your phone plan to a lower payment plan. The system sent you a receipt before you made the previous payment. Calls with pre-paid calling cards have a connection point between your phone and the number you attempt to call.
In this case, the connection point was a local number with long- distance call charges.

When you buy a pre-paid calling card make sure you obtain one with a 1-800 or free local number to connect.

Dear Lady,
The company charges US$15.00 for changing to a lower price plan.
The system issued your bill when your former payment had not been recorded yet.
Calls made with prepaid cards go first to a connection center and then to the phone what you desire to talk to. In your case the connection center was a local call charged as long distance call.
When acquiring a card ask for those with 1-800 number or with a free local number.
