英文單字_allow的正確用法

Question

我手上有兩個正確句子(出處為英文雜誌及考卷)

a) Most restaurants do not allow smoking inside.

b) Students are not allowed ____ pets in the dorm.
﹝b句子的答案為 to keep﹞

a句子中，allow是加ving，b句子中，allowed是加to V。
在英文雜誌中，對於allow的用法，表示可加to V、ving、N.
但是在參考書中，對於allow的用法僅表示可加上to v。
再加上，b句子其實有另外的選項，也就是keeping。
如果如參考書所說，加上keeping確實錯誤，但是以英文雜誌的說法，兩者卻有互相矛盾的情形，使我不曉得allow的正確用法到底為何？
是哪一本說明錯誤了呢？

使用allow這個動詞, 要考慮的是主體(S)與客體(O).
S: 有允許權者
O: 受管制者
兩者可以同時出現在句子中, 也可以單獨存在.
S allow O to-V
My father allows me to swim only in the pool.
我父親只准我在泳池內游泳.
S allow O[人] O[事物] = S allow O[事物] for O[人]
The authority allows the residents one week to clear out.
The authority allows one week for the residents to clear out.
當局限居民在一個月內撤離.
S allow V-ing或純名詞
They don't allow smoking here.
此處不准抽煙.
They don't allow food here, either.
此處也不准攜帶食物.
S allow that 子句 [承認]
Mary allowed that she had taken the money.
