Either Mr.Burton or Ms. Leeds is going to get that promotion; but the board of directors have not yet decided who is better qualified and whom deserves it more.
- two independent clauses must be seperated by period or semicolon
- it is always "not yet decided" not "not decided yet"
- who is better quilified and deserves it more = who is better qualified & who is deserves it more (the latter is grammatically incorrect)
- "whom" because it is used objectively
