2.可寫成are even let into Hong Kong嗎?我字典查不到let in的用法.

Firstly, I don't understand what you meant by "不同寫法". Does it mean "意思相近, 但是寫法不同"?
If you are sure the parentheses are in the right places and insist on using phrasal verbs, then here is the best I can come up with:
The overcrowding doesn't come about as a consequence of a baby boom among Hong Kong women.
And the Hong Kong government wants to keep them away from coming.
Pregnant mainland women will have to prepay $5,000 for their hospital care before they are even let in into Hong Kong.
Immigration officers will send back any mainlander who shows up to be at least seven months pregnant.
