1. 不能。反而可以說 Both Britian and America have a very rich… 可是這時就無法將 to a less extent 放進去了。所以還是維持原來說法好。
2. to a less extent 這適用來修飾 America 的。意旨美國並不像英國那麼的嚴重(俚語)。
