When the parachutist fall with acceleration, the friction also increase.
Since the friction have a standard maximum value, after that it will not increase.
however, the parachutist still accalerate due to gravity. Then he open the parachute. The parachute has a large surface to increase friction between air. The upward force increase, to slow down the increase of downward force.
Then 2 forces are balanced, so the parachutist reach the theminal velocity and fall down with a constant velocity.
If I remember correctly, it's about 25m per sec.

The simplest abswer is because of air resistance encountered by the parachute that slows down the falling of the parachutist.
