As halogen (chloro-) group has higher priority than methyl- group in IUPAC nomenclature, smaller number should be assigned to chloro- group. Total number principle should be applied to same order in IUPAC nomenclature and overruled in this case.
The name should be: 2-chloro-4,4-dimethylpentane
