mental reservation : 字面上解釋就是"心裡有所保留"。
或可說"表面應允承諾,心中卻另有定見"-當然會這樣說是因為若公開表達懷疑或異議恐不智(unwise)或甚至對當事人不利(disadvantageous),
簡而言之,其實就是中文所說的"陽奉陰違"囉。
"That I take this obligation freelyWithout any mental reservation or purpose of evasion."
意謂:於此職責欣然接受(慨然允諾),絕無陽奉陰違,意圖規避(evasion)之情事發生。

這句話,就提問者的提示,是出現在某種宣誓的場合中,所以這句話我是將它看作是一句誓言(如Ntrlvr將出處找出,非常好,可以證明這真是個誓言)。
依此之故,obligation當作是"義務或責任職責"解的成分為大,所以翻成"對責任的承擔,內心裡毫無保留(不會陽奉陰違-或許語氣稍強,感謝大魚先生的提醒),也不會有所規避的意圖",應該是相去無幾吧。

Without any mental reservation就是坦蕩蕩,絕對忠誠毫無保留,
美國公職人員就職宣誓或是美國公民宣誓都有包括這句話:
OATH OF OFFICE

心理上的保留

宣示的緘默狀態:當公開表達疑惑或不同意見會顯得不明智或不利時,所造成的一個表達方式或宣示的緘默狀態。
原文那句話應該是這個意思:
我坦率的接受恩惠,沒有任何心理保留或迴避的意圖。

如果照Adam這樣解釋起來,是有陽奉陰違的意思。但我個人覺得,心理有所保留,未必都是有陽奉陰違的意思。有些人只是不想公開爭論,而保留想法;也可能是對別人的說法有所懷疑,但沒有公開表示意見,跟做不做未必有關係。而陽奉陰違帶有想的和做的不同,所以我覺得 mental reservation 未必是陽奉陰違,但基本上意思是心裡有所保留,是沒有錯的。

真沒想到是宣示文,還是自己的見識還是不夠。依照Ntrlvr的原文來看,obligation用在這裡的確是責任義務的意思。不過,我無意冒犯,我只是覺得他翻的中文也有一點怪怪的。
