Is it this sentence " He will have dinner with his girlfriend at 7:30pm on 15th October. " and this sentence " He will have a haircut on 12th October at 4pm. " are the same ??

是一樣的, at 和 on 圴沒錯.
你只是把date 和 time 掉轉. 但一般英文是把時間放在日子前. 即:
He will have dinner with his girlfriend at 7:30pm on 15th October. 較正宗.
