The shorter speeches, like women's skirts, are, the better (they are)省略.
[ the + 比較級 + 主體 A + .... , the + 比較級 + 主體 B + ... ]
Speeches should be as short as women's skirts are expected to possibly be.
[ as...as : 像...一樣]
People expect speeches to be, like women's skirts, as short as possible.
