I have checked for you by looking at DOMESTIC TRAVEL @ YAHOO JAPAN(the actual site is http://domestic.hotel.travel.yahoo.co.jp / www.jalan.net), a very powerful hotel reservation system in Japan. It only offers 2 hotels with onsen (real hotspring) in the Gotenba area, while both of them are quite far away from the Gotenba Station / Gotenba town. If you are interested in knowing more about them, here are the links:

1. 東山富士見山莊 (Higashiyama Fujimi Sanso) http://www.jalan.net/jalan/jweb/yado/YADS_325270.HTML

2. 御殿場高原 hotel (Gotenba Highland Hotel)
http://www.jalan.net/jalan/jweb/yado/YADS_300381.HTML

Judging from the distance, the Higashiyama Hotel is closer to the Premium Outlet than the Highland Hotel. But it will not mean anything to you if you are not driving. There is no public transport except for taxi to get you from the Hotel to the OUTLET. If you choose not to take a taxi, you may have to take a bus to return to the Gotenba Station, then to take the shuttle bus to the OUTLET.
The same situation applies to an Inn named "HIGHWAY HOTEL REST INN"( Link: http://www.jalan.net/jalan/jweb/yado/YADS_387018.HTML) located at the ASHIGARA (足柄) highway service area. It is located 1000 m from the OUTET. But I really doubt if you could get to the OUTLET from the INN on foot. The INN, though equipped with a public bath, has no real hotspring.
Therefore, it may be wise to look for hotels / ryokan that are close to the Gotenba Station. After all, the shuttle bus of the OUTLET departs 3 times from the Station each hour, and it only takes you 5 minutes to get there.
For a hotel / ryokan that is near the Station, you may be interested in looking at:

You may make reservation through the www.jalan.net

ENJOY YOUR TRIP. JAPAN IS A GREAT PLACE TO GO.
