Verbo to be: I am - You are - He is -she is- It is- We are-You are-They are.
é só pensar que se dentro da frase houver qualquer destes elementos acima camuflados certamente é o verbo to be.

Não tou entendendo muito bem,mas acho que o to be em pergunta é por exemplo : "Would it be....?","Can it be...?",Should it be....?"
