Because of current rate of utilization of Macao Internet being on the low side, only 16%, if want to cooperate with the development of the electronic government, must proceed with general citizen , it popularizes running the education which use Internet to pursue to them, in order to accelerate the development of the electronic government. Propose providing proper resources, strengthen citizen's knowledge in using Internet and technical ability correctly.

As recent statistics suggest, there are about 34,000 registered internet users in Macao, while only 70,000 people are believed to be using the intenet, taking up 16% of the total population of 440,000. In view of such circumstantial constraint, the following factors must be taken into consideration in our development of Electronic Public Service:

1. Justice: Will the convenient Eletronic Public Serivce be accessible to people who do not know how to use internet?
2. Cost effectiveness: Should investment be made on Electronic Public Serivce that may yield a low utilsation rate?
In view of the low untilisation of internet at 16% in Macao, any development in Electronic Public Service must be started from the community. Internet usage should be popularised in the general public to tie in with the development of electronic public service of the government. It is suggested that reasonable provision of resources be made for this purpose to enable the general public to gain better knowledge and skills in using internet.
