One out of three people… (每三個人當中就有一個人.....) ，這是比例的問題，如果9人當中有3人是如何的，一樣可以用「One out of three people 每三個人當中就有一個人….」來表示，所以句子必須用複數的動詞。
再看這個句子“One” of the three girls “is” my sister. (三個女孩當中的一個是我的姊妹)則必須用單數的動詞 “is”。

One out of three people是每三個人就有一個人，這世上不會只有三個人吧?如果表示只有三個，要用one "of" "the" three

應該要加s呀!
sneezes 是描述 that one person(out of three people).
