Chlorine reacts with hot sodium hydroxide solution to give sodium chlorate (sodium chlorate(V)), sodium chloride and water.
6NaOH(aq) + 3Cl2(g) → NaClO3(aq) + 5NaCl(aq) + 3H2O(l)
6OH^-(aq) + 3Cl2(g) → ClO3^-(aq) + 5Cl^-(aq) + 3H2O(l)

Cl2 + 2 NaOH ==> NaOCl + NaCl + H2O
