其實普通貨品都好少用「公開發售」呢個字眼...
Not for sale 指一些非買品或陳列品
我諗公開發售可以用 announced sale
呢件貨品唔係公開發售可以用
This item is not in announced sale.
或者
Announced sale does not include this item.

This piece of goods is not for sale.
一般商店貨品並不說公開或不公開發售, 所以只需說not for sale. 但必需指明那一件所以要用This piece of goods....
公開發售 - These goods are for sale (有大價意味, 但又有何不好?)

通常只需講 ＜ not for sale ＞就可以了
