Many of the Eastern-Southern Asian countries had been governed by English-speaking countries, with English pretty much used as their native language. They have a totally different environment for learning English from ours. Compared to Japan, we are much luckier in that Japanese people reqire more efforts to make themselves understood while speaking English than we do, due to the affection of the accent of their native language.
