為甚麼香港的大學教育、專上學院或成人教育等等，不推行學卷制？

政府知道學卷制是好東西，為甚麼不考慮在大專教育方面，推行學卷制？任由官僚浪費資源？

i read newspaper a few days ago and know that HKU ranking 33 , CUHK ranking 50 in the world !
Even City U ranks 127!! HK is such a small city and our post secondary education is excellent around the world !

If we keep this on , may be HK people one day can rule over CHINA govt .
May the next CHINA chairman can be HK peolpe .

i think all mainlanders dont want to see this happen !
it is because only 2 universities in mainland rank inside 100 in the world !
