The correct question is:
Is the book under the table?
That´s because when you make a question the auxiliar verb has to come before the subject.
If you want to anwer you can say:
Yes, it is or No, it isn´t.
But you also can say: No, it is on the table or beside it.
Is this ok for you?

usually the book is on the table, but it can also be under. i have two books under my table!

O certo é "the book is on the table" e quase todos sabe que significa que "o livro está em cima da mesa".
