"Neither all the persons implied are here; nor everyone here is implied"...es una forma literal...es de la única forma en que puedas adaptarlo de la lengua castellana, ya que de otra manera estaría mal dicho y perdería su sentido.

Estaria muy confuso traducirlo asi como esta al ingles, sonaria asi mas o menos "They are not all that are, nor are all them that is"

No puedes traducirlo de una maneral literal, ya que en inglés, el verbo "to be" significa "ser o estar", y sería muy confuso. Entonces debes decirlo por lo que significa la frase... Algo así:
"Neither all the persons implied are here; nor everyone here is implied"
