According to specification of AT8992M(U14), it can withstand an
ESD(Electro Static Discharge) up to ±3000VDC maximum. Therefore,
I think that U14 has been subjected to an ESD greater than ±3000VDC
which caused malfunction and TP port failure(no transmission).

According to AT8992M (U14) spec, it can only take maximum of 3000 volt ESD rating under DC characteristics/Absolute. Therefore, the reason cause U14 could not transmit to TP Port successfully is due to over 3000 volt ESD.

ps. I am not familiar w/ 維修, however, I think this should be good enough to explain what's going on.
