的確很少在加s, 除非強調非常嚴重或雨下到很多
是可以加s的，以此文來說，開頭就提到
strong winds and accompanying rains 可以指強風伴隨著強雨，
加s可以想像風雨有多大；第二段又提到Typhoon，
swept across seas east 颱風橫掃台灣東海的威力有多大
