To reinstall the OS for your computer... We say to refresh your (computer) OS.

But when we talk about refreshing your computer, we could mean that we will replace your hardware ...

To install "Office" , or load "Office"... would be the phrases that we use, when we install software to the desktop.

When you plan on deploying standard build of a particular OS to clean out the ' non-standard build ', we definitely use "refresh". And for the particular activity of getting the OS to your desktop, we use the term "deployment". This also applies to the upgrading of new OS, patches, Service Pack or any particular software. Because this usually happens in batches, that is, hundereds of, thousands computers are being affected simultaneously. So we need a plan of attack to minimize the disruption to end users thus making the term "deloyment" a more pertinent one.

But in consumer scenario, then the standard word would be " to install ".
The same term applies equally well for both scenarios that you asked about.
