Sorry to ask this in English, but my French isn’t good enough.
Does anybody know what are the rules and regulations for scooters in France? What is the max CC that you can have on a scooter and not have to register it or get insurance? What is the max CC that you can have with out a license? Etc.

No need to apologise !
To ride a scooter, you just need to be 14 years old with a kind of licence. If you are a foreigner, I think the law is not the same: you only need to be 14 (if you are allowed to ride a scooter at 14 in your country without any licence). If you have to pass a licence in your own country, then you must have it in France to ride a scooter (by european equivalence, your UK driving licence is allowed in France).
Alas, the maximum cc you can ride under 18 or without motorbike licence is 49.9cc... And you absolutely need an insurance (unless you rent it, so it is the rental company that should insure it).

You have to have a licence and insurance, those are mandatory, the licence to prove the scooter wasn't stolen and the insurance in case an accident happens.

I'm not sure about the cc thing though...

Wihtout licence : 125 max.
But an insurance is required for each CC.
