When the Cold War "ended" with the collapse of the Soviet Union, thoughtful observers recognized that it didn't mean the United States could convert the nuclear "swords" in its arsenal into plowshares. Continuing vigilance - and spending - would be needed to maintain armed forces equipped with adequate nuclear weapons, Americans were warned. It turns out that such warnings were right on the mark. Russian President Vladimir Putin made that clear last week in calling for his nation to strengthen both its conventional and nuclear military forces. "It is premature to speak of the end of the arms race," Putin emphasized in a speech in Moscow. It carried special meaning because Putin's comments were made during what, to the Russian leader, is the equivalent of the annual "State of the Union" speech made by U.S. presidents. As matters stand, any Russian military buildup probably would be a greater threat to Russians than to world peace. It should be remembered that one reason the Soviet Union collapsed was that communist leaders insisted on spending money their economy didn't have on weaponry. Russia, though now enjoying increased revenue from oil and gas, cannot afford to keep up with the United States in terms of arms development. Em...In my point of view,compare with the conflicts before,the Cold War was a much more peaceful 'war' between the Capitalist Bloc and the Communist Bloc.It did not involve any actual fighting but only ideological confrontations through propaganda,building armanments,military intervention in local disputes and spying activities.
Furthermore,I think the ocurrence of the Cold War is due to the different ideologies of the countries.The countries of the Capitalist and Communist Blocs adopted different political,economic and social systems.This weakened the base of cooperation between the two blocs as they had different opinions over a case that they could not reach an agreement easily.In addition,both blocs wanted to spread the influence further away,this increased the tension between the two blocs.
Fortunately,a Soviet leader appeared as a peace-supporter that brought this time-consuming 'war' to the end.The leader was Gorbachev.Unlike other Soviet leaders before him,Gorbachev wanted to solve the economic problems at home rather than to spread communism abroad.Therefore,he tried to improve the Soviet-American relations.Later on,the end of the Warsaw Pact and the breakup of the Soviet Union in 1991 finally brought the 45-year-long Cold War to an end.
The Cold War was a very different war from the two world wars.It was the first total war between economic and social systems.Also, it was the first timethat war combined both of those characteristics of the European mode of war that it was about the balance of power and at the same time it was an ideological confrontation.
