Dioxin polluting duck farms found to be from steel plant

The Cabinet-level Environmental Protection Administration (EPA) yesterday announced that part of the dioxin pollution plaguing duck farms in Hsienhsi Township in central county of Changhua came from the local Taiwan Steel Union Co.
The EPS issued the announcement at a press conference held yesterday afternoon, based on a report by a task force comprising seven scholars and experts as well as representatives from the EPA, the Council of Agriculture (COA) and the Department of Health.

The task force found that the duck farm owned by Huang Chi-wen in Hsienhsi Township posted the highest dioxin pollution among the nine farms investigated in the township and neighboring Shenkang Township. And the characteristics of the dioxin polluting Huang\'s duck farm were found to be the same as those of the dioxin emitted through the chimneys of the Taiwan Steel Union Co. COA officials said that COA will help Huang Chi-wen seek compensation from the steel company.

After learning of the EPS announcement, the outgoing Changhua county magistrate Oung Chin-chu, made an inspection tour of Chaung Chi-wen\'s duck farm. She said the EPA should appropriate funds to help clean dioxin-polluted duck farms in Hsienhsi and Shenkang townships, and stressed that the COA should compensate the for their losses.

On another front, duck farmers in Changhua yesterday asked the government to order Taiwan Steel Union Co. to suspend production immediately, otherwise they would not rule out a massive protest against the firm.

　　行政院環境保護署昨日發佈，部份受戴奧辛污染的彰化縣線西鄉鴨農，污染源來自「台灣鋼鐵聯合公司」（台灣鋼聯）。ＥＰＳ在昨日舉辦的記者會上公佈了報告，此報告的專案小組成員，是由七名代表環保署、農委會、和衛生署的學者專家所組成。
　　專案小組發現，九間接受調查的線西鄉以及鄰近伸港鄉農場中，線西鄉黃奇文的鴨場受到最嚴重的戴奧辛污染。此外也發現黃奇文受到污染鴨子的特徵，與台灣鋼聯煙囪上放射的戴奧辛相同。農委會官員表示，農委會會幫助黃奇文向鋼鐵公司索求賠償。
　　在獲悉ＥＰＳ的發佈的消息之後，即將離職的彰化縣長翁金珠前往視察黃奇文的鴨場。她說，環保署應該撥款，協助清潔受到戴奧辛污染的線西鄉及伸港鄉鴨場，並且強調農委會應該賠償鴨農的損失。
　　此外，彰化的鴨農昨日向政府聲請讓台灣鋼聯公司立即停工，否則他們不排除以大規模的抗議行動來進行抗爭。
