Your dictionary was right. Bring it on doesn't have to mean to fight somebody. It's about the person being ready to face a problem. If you saw the movie, you'll know the story it's about two cheerleading teams competing against each other, so what they are saying to each other: "give me the best you've got, bring it on!"
so to answer your question, no, it has no special meaning for cheerleaders.
