持有綠卡但是英文不通能考公民嗎?

我的爺爺和奶奶他們持有綠卡10多年了
他們是由我姑姑(是公民)幫他們申請到綠卡的
目前住在加州L.A.
但是因為英文一竅不通,所以一直沒有去考公民
想請問一些問題:
1.考公民需要哪些條件?
2.通常是到裡考呢?
3.英文不通可以考嗎?

美國公民..你要...
-a period of continuous residence and physical presence in the United States;
(住美超過一定的時間)
-an ability to read, write, and speak English;
(有讀.聽.說英語的能力)
-a knowledge and understanding of U.S. history and government;
(了解美國政府體制合美國歷史)
-good moral character;
(良民)
-attachment to the principles of the U.S. Constitution; and,
(相信.了解美國憲法)
-favorable disposition toward the United States
(相信美國)

1.提出申請要
-has been lawfully admitted for permanent residence (see preceding section); (美國合法居民)
-has resided continuously as a lawful permanent resident in the U.S. for at least 5 years prior to filing with no single absence from the United States of more than one year
(持綠卡超過五年,其中不能離開美超過一年)
-has been physically present in the United States for at least 30 months out of the previous five years (absences of more than six months but less than one year shall disrupt the applicant's continuity of residence unless the applicant can establish that he or she did not abandon his or her residence during such period)
(五年內在美居物超過30個月,如果期間有離美超過6個月,需要提出證明)
-has resided within a state or district for at least three months
(在同一州或地區住滿3個月)

2. 在 U.S. Citizenship and Immigration Service 考 通常大一點城市都有(紐約.舊金山.洛杉磯.西雅圖.聖荷西...)

3. 一般來說會有筆試跟口試兩個部分(外加最後的宣誓)
都是英文...但是下列情況可以免考試....
-have been residing in the United States subsequent to a lawful admission for permanent residence for periods totaling 15 years or more and are over 55 years of age;
(在美國合法住了15年.申請人超過55歲)
-have been residing in the United States subsequent to a lawful admission for permanent residence for periods totaling 20 years or more and are over 50 years of age; or
(美國合法住20年.超過50歲)
-have a medically determinable physical or mental impairment, where the impairment affects the applicant’s ability to learn English.
