If you're asking about how to say "精確度只到小數第三位", then you can just say "the numbers are accurate to the thousandth digit". The first digit after the decimal is the tenth, second digit is the hundredth, and the third digit is the thousandth.

By the way, just for your information, in science we would say "the figures are accurate to three significant digits after the decimal". But then in this case 0.001 would not be right because it has only one significant digit.

oh hm, sorry. It should be thousandths. Because it sounds so similar when you pronounce it (thousandth and thousandths), i never picked up the difference. I looked it up on the web and I think I might be able to help you better...

and lastly, i'm not too sure why there's an "s" after th. My guess is that it is plural. Because 0.001 is one-thousandth, so 0.003 is three (one-)thousandths
