馬丁先生說的是一般用法，不是片語的情形。(the) chances are 是口語的用法，意思相當於我們說 "it is likely (that)"。例如：Chances are (that) they'll be late anyway. 看起來，他們勢必是會遲到的。語氣和可能性都比maybe, it's possible that...要強。

chance are 是只有多少機會, 也可以用 maybe or possible...
You wanna know if it will rain tomorrow, I'd say the chance are 50 50.
It may be raining tomorrow.
It is possible to rain tomorrow.
