In your opinion , the college education in Taiwan is not so successful please explain the reasons and ways we can use to improve.

Taiwan's higher education system has entered a dramatic stage of increased activity during the last several years--beginning in 1988, when martial law was lifted. The number of four-year higher education institutions increased. Before 1994, when the University Law (regulating only the four-year degree-granting colleges) was revised, the cabinet-level Ministry of Education dominated almost every aspect of higher education institutions - public and private - including the tuition each campus charged, the courses offered, the students recruited (through a ministry-organized joint entrance exam board), and the appointment of each college's president. This action that aims to increase access for all students is seen as "lowering the bar" or a way to "admit unqualified students". In other words, more people will drop out from the universities.

Financial Autonomy of Public Colleges
Under the new law, the Ministry of Education announced that financial autonomy would accompany academic freedom. The ministry introduced a policy to make public colleges responsible for 20 percent of their annual operating revenues. This policy was a great surprise to college administrators, few of whom have any experience in fund-raising. The variety of fund-raising approaches adopted so far include raising money through alumni associations, convincing faculty members and college administrators to donate part of their salaries to their colleges, and offering extension courses to generate extra tuition revenue. It seems likely that with the pressures of financial autonomy, Taiwanese higher education institutions will become more market oriented than ever before. As the universities dramatically increase their tuitions, the students and their parents share more financial burden. The government should give more support to the students and their parents via schoolarships or tax incentives.

(Point 1) The first targets are the educators. Most of the higher education instructors or so-called "professors" may not have the quality to be in the position as well as the kills or the knowledge to educate the students in the level of "higher education".

(Point 2) Secondly, the standard of college and university admission should be revised.

(Point 3) Next, the policy for the higher educational system should also be revised to a more robust and complete degree such as degree completion, employment policy, course requirements, and so on.

(Point 4) The fourth part to focus on is the research and development within these academic units.

(Point 5) The last part is the financial requirement for the higher education institutions. All records should be public and available through public library.
