I'll give it a shot.

1. The answer is "judge" because it can't be any other word.  If you use "place", then it becomes a fragment.  The sentence won't make any sense if you use either "get" or "lock".  I can't figure out the exact meaning because I don't know very much about about the Civil War and I can't tell what "Two thirds" is supposed to mean.2. At first, I thought the answer was "done".  (This was before I saw the answer)  Then I looked up the word "met" to understand why it is so.  The key word is "need".  You "do" something.  You "reach" a goal. And you "meet" a need.3. The answer is "therefore" because it is the only word that means "because". The steps can't be felt in most classrooms yet BECAUSE they are tentative.  I don't know if this is clear enough, but I've tried.

About the first one, *two-thrids* stands for Americans, but it doesn't matter anyway since 1850-1900 is the period when Civil War took place. However I still don't understand why *place* makes the sentence fragment.

And the second one I would apologize. I send a message to the one who provides the answer and it turns out answer A is also correct. I do understand what you said about *meet* and *need* though.
