all one has to do is (to) + 原型動詞 ↑ 這個to一定省略這算是固定的用法有一首英文老歌All I have to do is dream.就是這個句型

I think the correct one should be "All I can do is reporting this accident to the teacher."

我覺得應該要改成！
All I can do is "report the accident to the teacher".
因為英文中ㄉ引句可以當名詞用，才能做all(主詞)，的補語！
2.All I can do is to report the accident to the teacher. 如果用不定詞的話！就可以不用引號ㄌ！但是不定詞又有"表目的"的意思，這邊不需要表目的，所以用不定詞比較不恰當！
●※●補充：因為用動詞要變進行式時，只能是動態動詞(動作有持續可能ㄉ動詞)但是report為靜態動詞，所以不適用進行式！
ex:我接受你的好處！(英文自己翻譯 =.=)
接受就是一ㄍ靜態動詞！故不能改成我正在接受你的好處(英文自己翻@@")
這就是英文ㄉ規則..静動態動詞的用法..我無法講ㄉ很詳細..因為我不是大學老師~~但我是威力的學生...能想到這樣算不錯ㄌ吧！

我覺得is後面要加個to吧^^因為is跟report兩個字在這邊應該都是動詞吧！

"report" the accident to the teacher是當成is的補語也就是這整個詞當名詞用動詞當名詞用不只用原形用不定詞也可以唷
