the process to solve this problem is:
1. appeal to eBay SafeHarbor Investigations Team
2. you will need to fulfill two simple requirements.

你絕對無法拿回你的帳戶，除非你能舉證你未曾和上述兩個人在抬高標的物價格，這在 eBay 算是很嚴重的違規，放棄吧，重新申請時甚麼資料都不能與以前的一樣，就像信中所說  "you are prohibited from using eBay in any way"，他們會想盡辦法比對資料。
