executive interpretation指的應該是法律上的用語, 是由executive branch提出的interpretation.
應該是指美國最高行政機關針對特定事項所做出的解釋, 有點像我們申請釋憲之後的大法官判決的情形.
Executive Branch指的是由美國總統及重要官員組成的政府分支機構
而有許多歷史上或法律上的問題, 由於沒有前例可循, 所以就由這個"最高行政機關"做出判決與解釋. 而這個就稱為 Executive Interpretation, 可以翻成最高行政機關作出的解釋。

祭出Google大神後，發現根本找不到這兩個字合在一起的用法，所以只好直接翻譯。

至於as title 一般是翻譯作「如題」啦^^"||
