the short and sweet way to say 雞皮疙瘩 is goose bumps... I am currently living in the states, going on 17th year to be exact, and yes it is commonly used. Didn't mean to be a smart ass.. just in case you have the same question for me. BTW, I wouldn't really use creepy with 雞皮疙瘩.

有很多種用法, 重點還是看你的前後文吧~
如果說是形容某個東西會令人起雞皮疙瘩, then you can use like: that thing is really creepy!
如果是跟敍述自己身上正在起雞皮疙瘩那就可以用I'm having gooseflesh.
There are still lots of words can be used but it depends on where you're gonna to use it!!
like: heebie-jeebies, horripilation, cold creeps, cold shivers...etc.
