請問是was還是were???

neither---
作形容詞時,置於單數名詞前;
作代名詞, 通常視為單數,
但日常使用時, 也有視為複數的
eg: Neither man has arrived. 兩個人都沒有到
eg: Neither has/ have come. 他們兩人都沒有來
所以我想, 如果你的句子指的是the leaders (兩個或兩個以上) 都有出席的話
那你的老師--were---對的!!
但 was也沒錯吧!!

either/neither + 單數動詞 所以 Neither of the leaders that attended the Cairo Conference was present.
