"幕僚" 不是 "內閣" (cabinet)
"幕僚" 的英文可以用 "advisor." 如果要分細一點的話, 也可以用
"policy advisor" (台灣的"國策顧問"就是 "national policy advisor")
"senior advisor" "national security advisor"
"幕僚" 也可以用 "staff" 做統稱. "staff" 的感覺比較 junior.
但是如果是要強調比較高層的"幕僚," 可以用"advisor."
In typical usage, if a person is in the more local government, we use "staff" (ex. the staff at the Mayor's office) but if a person is in central government, we use "advisor" (ex. the advisor to the President).

美國白宮的幕僚長叫做 "White House Chief of Staff."

幕僚就是Staff不是顧問 資深的幕僚叫做senior staff 美國白宮的幕僚長叫做chief staff of White House 所以幕僚和中央或地方政府無關 幕僚地位也不見得比顧問低 白宮幕僚長地位比白宮所有的顧問都高
