It is not his purpose to send back immigrants to their native country, as long as they came legally in France.
He clearly wants illegal immigrants to be sent back to their country, and I personally see nothing bad in that.

He does not talk about sending back immigrants I think. But he wants to restrict family regrouping (regroupement familial) and choose immigrants on the basis of their skills, diploma, professions.
