Yes, each Regional Governament gives the possibility to not wealthy people to receive money for their studies at the university. There are both direct (money = borse di studio) and indirect aids. Indirect help is, for instance, free access to the university canteen.

Not directly, i guess.
Usually students with low family budget pay less than others, and they can have lunch and dinner without paying.
There are prizes too (low taxes, scolarship purses etc.) dued to the marks; good marks mean either to save money, or to have economical prizes.
This is guaranteed by italian law (being our colleges, the universities, pubblic), i guess.
