If you want to type in French, you may either use the French AZERTY keyboard:
http://www.sussex.ac.uk/its/facilities/pc/keyboards/french.gif
Or, more easily, adopt the Canadian keyboard which will be mostly the one QWERTY you are used to, plus the accents.

With Windows Word you can even have an auto selectable language for the corrector that will recognize after a few words which language you use and auto correct some mistakes.

Yes if, you program your keyboard in French language, if you program your keyboard in English you will not have the accent.
To program your keyboard you must go on control panel, then click on speech and choice the speech, click on apply and it will be done as you will have setted.

The keyboard that french people are using is the AZERTY keyboard, so they can type the accents and symbols specific in their languages.
In America, we use QWERTY keyboard ... you can't find the french accents on this type of keyboard.
If you don't know if your keyboard is an AZERTY or QWERTY keyboard ... just look at the first 6 letters of your keyboard (third row), you will see.
If you have a QWERTY keyboard and you want to use french or spanish accents, you can configurate it that way on your computer or you can use some tips by typing a number holding down the ALT key. You must type the numbers with the numeric keypad, not with the row of numbers across the top of your keyboard.
Check out this website, it will give you the tips for the french accents:

Further previous answers, I would say that you may just as well try and learn more about ASCII codes ...
Once you'll have learnt the codes for the letters you frequently use, you'll find it quite easy typing with accents !!!
This will also help if you have to write other latin languages (Spanish, Portuguese, ...) or languages from Eastern Europe (Polish, ...), and many more ...
You should probably add the Charmap.exe in your task bar or Start menu/Program files (accessories) ; the complete path is : C:\WINDOWS\system32\ charmap.exe
(NB : space added so that the path can be read on the Q/R screen)
Hereunder a link for an ASCII codes table :

As already said in other answers, keyboards of computers sold in France have the special needed characters. If your keyboard does not possess those signs, the easiest way to extend the signs, is to go (for PC Windows) to Accessories/Systems Tools/Character Map. A table pops up with all the characters of the world. You then find the sign you want, you select it. You can:
- copy in clipboard. Hint: you can select more characters like 'éèàç', copy them all together and paste in a document for use by Copy/Paste.
- you may also use the given code for the character which appears in the bottom right of the popup (using the ALT key)
Other hint: if bought my computer in the US, I don't have accentuation. I put a shortcut to Character map in my taskbar, so it is easier to use.
Character Map has all the specific characters for lots of languages, even for Capital letters.

Yes, accents are on the keyboard.
Those some accented letters are on the keyboard in that form: é è à ç ù
For those ones: ^ or ¨ or even ~ (but that's Spanish: "ñ") we need to press "^" and "o" (for example), so that gives us "ô". Same for capital letters for this accent: ` (ex: È)
We don't need to type a code, except maybe for some capital letters, but on programmes like Microsoft Words, you don't even need a code as it's easily done.
