¡¡¡En C!!! C ni siquiera maneja interfaz gráfica, tendrás que hacerlo entonces con menues estilo MS-DOS.
Para hacer un editor sencillo en Windows, tendrás que aprender, por lo menos, un poco de C++, comprender cómo funcionan los objetos y la API de Windows

Si lo quieres hacer de manera visual, pues existen IDEs visuales como wxDev-C++ (http://wxdsgn.sourceforge.net/ ) que ya tienen todas las herramientas para hacerlo sin tantos problemas
En C# y en Visual Basic es extremadamente fácil y por eso pierde la diversión. :) pero si quieres intentarlo, intenta con esto:
