Hi Daniel
N9-Boy did not say you are from Canada, he said he is.
And about your French, it does not look bad to me. But from my own experience (I told many times here my wife is a foreigner) writing a good French does not mean you can speak it as good.
By the way, I don't think you spent much time writing your question, so I feel confident enough to tell you your French looks good to me, though there are a few mistakes.
For instance, when you write "si je peux savoir ce que pour prévoir quand je vais là-bas" is not very clear, and French talking people will need to think twice before understanding you are asking about the things you need when you go to France.
I think this replies both your questions! :)

ya, many of french people can speak english ,but not all the people.
I don't know how many of us can speak in english, but I'm sure that half of french people can't.
U have to increase you're level in french ,this is the best advice I can give you anyway because you won't understand some of us that do not prononce correctly the words in english.

Your French is really good for someone who's not French.... and your spelling is very good, much better than most of the French-speaking persons on this site.... Good luck.
