Well, lunatic is not exactly the right term, because it is not precise enough. Lunatic means that a person's character changes acoording to circumstances, or from day to day, like the moon (lune in french). Soupe au lait means that the character can rapidly change to a very bad mood.
To understand it concretly, think of what happens if you leave milk, or milk soup (soupe au lait) too much time on fire.
